Resumes a paused Azure SQL Data Warehouse database.

Availability action against a production data warehouse; also carries a billing/cost dimension since a paused warehouse incurs no compute charges.

Resuming an intentionally paused warehouse restores billed compute usage against the organization's will; availability disruption from toggling the warehouse's running state is covered by pause.yml.
